However, the current cryptographic algorithms used by our PKI infrastructure are vulnerable to digital attacks that utilize quantum computers. Who wants hybrid?
The need for hybrid is not felt in the same way everywhere. It is primarily European countries that recommend it: the EU recommends hybrid, both in the recent PQC roadmap and in the “Joint Statement on PQC” signed by 21 countries. The Dutch PQC Handbook promotes hybrid “for almost all protocols”, and Germany mandates hybrid (where possible), even after the advent of the quantum computer.

The United States and the United Kingdom have different stances on hybrid vehicles. U.S. regulations initially allow hybrid systems as a temporary measure, intended to lead to a second transition to PQC-only [10], while the United Kingdom notes that it may sometimes be necessary but recommends using it only as a temporary measure, and within a framework that facilitates migration to PQC-only. […]”
