What Is Quantum Proofing All About?
Quantum technologies are emerging, especially Quantum Computing (QC) is evolving quickly, gaining performance exceedingly fast.Already existent algorithms for execution on Quantum Computers expected to become available soon are able to break conventional state-of-the-art cryptography schemes, especially asymmetric/public key encryption in ubiquitous use for the exchange of secret keys.The most mature & pragmatic approach to meet this situation is post-quantum cryptography (PQC), replacing cryptographic schemes prone to code breaking by QC by cryptographic systems almost impossible to crack even by QC algorithms known today.The transformation to quantum-safe communication constitutes a challenge for all branches of economy, for industry and finance where trusted and safe storage and exchange of information is essential. However, it challenges especially the public sector and the administrative institutions where trustworthy and secure IT is indispensable, to protect the foundations of the political system in the European countries.

The Project in a Nutshell
Q-PrEP, the project on Quantum-Proofing European Public Administrations is specifically suited and funded (by the European Commission) to support and promote this transformation, paving the way to PQC in the public sector:
- Raising & spreading awareness of QC capability to break encryption in widely use today and disseminate solid knowledge about PQC as counter measure
- Forming a group of stakeholders and an expertise network of cyber- and public security agencies, of all kinds of public services, of academic and industrial technical experts, and of associated entities all other Europe/the European Union
- Raising synergies between academic, public, and industrial members, fostering a European PQC community in structured dialogue
- Creating a unified level of knowledge & mindset regarding the consequences of QC for information security and the implementation of PQC schemes
- Consolidation and transfer into a comprehensive roadmap of PQC, leading the way to quantum-safe IT in the European public sector and beyond
As a project in the Work Programme Cybersecurity of the Digital Europe Programme (DIGITAL) 2023 – 2024, Q-PrEP enjoys full support and is funded by the European Union. The sustainable channels Q-PrEP envisages are to maintain a robust community, a resilient and reliable cybersecurity environment within the European Union. Identification of requirements and common interests between the stakeholders is to enable systematic work on the coordinated and standardized roadmap. Serving as a guide to the public sector for the transition to PQC-secured IT, it is intended to show comprehensive coverage of the pathways to quantum-hardened communication. To this end, the approach of Q-PrEP comprises dedicated workshops/webinars, the compilation of whitepapers, and other measures to foster collaboration in the public sector on this path.
